The "Forced Resettlement System" of the Russian Migration Service Has Shown its Effectiveness in Practice
RDTEX successfully completed the development of a unified information system for recording and processing information on individuals who are internally displaced for the territorial and federal organs of the Federal Migration Service.
As a result of the creation of the "Forced Resettlement System", the effectiveness of Migration Service employees has been improved through centralized management and consolidation of data on persons who are internally displaced, and on the government aid that they are entitled to. The system implements automated search and the formation of complex analytical and statistical reports required by law enforcement agencies and units of the Migration Service. Also, the system supports automated identification of violations relating to the abuse of forced migrant status.
The system enables the recording and analysis of internally displaced persons by gender, social status, education level, etc., as well as information on the participation of internally displaced families in programs to provide state support.
The "Forced Resettlement System" takes full advantage of the Oracle DBMS. Software applications and the database at the central (federal) level of the Russian Migration Service are able to effectively handle large volumes of information and provide high speed processing. In doing so, the software solution is "light", and operates in under Oracle Database Standard Edition, which does not require expensive servers and other equipment. "The special feature of the system is that the software solutions for information processing and maintaining a central database at the federal level will also be used for the implementation of local solutions for the Migration Service branch offices. The branches will work without losing functionality, and in an environment free platform for Oracle Database Express Edition, - explained RDTEX project manager Andrei Ozerov. "This allows the customer to make the best use of funds for the purchase of licenses Oracle ".
This system has proven successful in addressing humanitarian concerns after the tragic events of August 2008 in South Ossetia. For its work in preparing centralized electronic reports of citizens who temporarily fled their homes in the territory of South Ossetia, and a database on the Internet site of the Russia Migration Service to search for victims of the Georgian-Ossetian conflict, RDTEX received an official letter of gratitude from the Federal Migration Services, signed by its first deputy director Mikhail Tyurkinym.
